Brisbane VTS and Moreton Bay Anchorage Procedures

When arriving in Queensland, operators must coordinate closely with Maritime Safety Queensland's Vessel Traffic Services. Brisbane VTS monitors the region around the clock, providing essential navigational assistance and traffic management for vessels entering Moreton Bay and navigating the Brisbane River to the various cargo terminals. Masters must ensure the bridge team is fully prepared for VHF communications, typically monitoring channels 12 and 16 within ship navigation areas, and strictly adhering to designated pilotage schedules. Given the high volume of trade passing through the Port of Brisbane, anchorage delays can occasionally occur, leaving vessels idle in Moreton Bay while waiting for berth clearance.

The Biofouling Threat in Subtropical Waters

Moreton Bay features warm subtropical waters that create an ideal environment for rapid marine growth. Vessels experiencing extended anchorage periods before berthing at Fisherman Island or other inner terminals are at high risk of rapid biofouling accumulation on the hull and sensitive niche areas like sea chests and bow thrusters. This rapid growth presents a critical compliance risk because the Department of Agriculture, Fisheries and Forestry (DAFF) strictly administers Australia's mandatory biofouling regime under the Biosecurity Act 2015 and the Biosecurity Amendment (Biofouling Management) Regulations 2021.

Complying with DAFF Biofouling Requirements

Since 15 June 2022, biofouling management has been a mandatory condition of entry for all commercial vessels arriving from international locations. The regulatory standard was further updated with the release of the Australian Biofouling Management Requirements (ABFMR-CV) Version 4, which took effect on 30 April 2026.

Operators report their biofouling management information through the MARS pre-arrival report. For a commercial vessel to be deemed compliant upon arrival, it must rely on one of exactly three accepted proactive biofouling management practices:

It is vital to understand that having a compliant anti-fouling coating alone does not qualify as an accepted biofouling management practice. Furthermore, the International Maritime Organization recently adopted the 2023 Guidelines for the control and management of ships' biofouling (resolution MEPC.378(80) adopted 7 July 2023). These new standards completely supersede the older 2011 guidelines (MEPC.207(62)). While the IMO guidelines remain voluntary at the international level, Australia's ABFMR serves as a binding minimum standard. Aligning your vessel's management plan with the IMO 2023 framework is highly recommended to meet DAFF expectations seamlessly.

Queensland Regulations for In-Water Hull Cleaning

If a vessel arrives and its biofouling exceeds acceptable thresholds, operators may consider in-water cleaning. However, performing this operation in Queensland waters is heavily regulated and complex. You cannot simply rely on meeting federal DAFF capture requirements. In-water hull cleaning in Queensland requires a separate, prior approval from Biosecurity Queensland (DETSI).

The state authorities evaluate the biosecurity and chemical contaminant risks of releasing biocides and marine pests into the local marine environment. If approval is granted, any cleaning operation must generate a detailed report. Appendix B of the ABFMR Version 4 sets out the strict minimum content requirements for an in-water cleaning report to be accepted by DAFF. Without proper coordination between MSQ, Biosecurity Queensland, and DAFF, in-water cleaning delays can severely disrupt a port call schedule.

Port State Control and AMSA Jurisdiction

A frequent area of confusion for operators is the division of regulatory responsibilities. It is crucial to remember that AMSA does not administer the biofouling arrival scheme; that is strictly the domain of DAFF. AMSA is responsible for enforcing the separate Anti-Fouling Systems (AFS) certification regime and overall port state control.

AMSA's inspection regime remains one of the most rigorous in the world. According to AMSA's 2024 Annual Inspections Report published in May 2025, marine surveyors conducted 2,264 initial PSC inspections during the reporting period, resulting in 133 PSC detentions. This equates to a 5.9% detention rate. In total, inspectors recorded 5,960 deficiencies, averaging 2.63 per inspection. The largest category of detainable deficiencies was related to the International Safety Management (ISM) code, accounting for 27.57% of all detentions. This highlights that alongside biosecurity compliance, masters must ensure their safety management systems are fully operational and effectively implemented by the crew.
