Access to the port is routed through the deep water channels of Moreton Bay. According to the Maritime Safety Queensland (MSQ) Brisbane Port Procedures and Information for Shipping, pilotage is compulsory for all ships over 50 meters in length overall (LOA), unless an exemption is held. Vessel movements are monitored 24 hours a day by the Vessel Traffic Service (VTS), making accurate pre-arrival scheduling essential to avoid congestion delays at the outer anchorages.

Strict Pre-Arrival Biofouling Rules for 2026

While AMSA administers the Anti-Fouling Systems (AFS) certification regime, it does not administer Australia's mandatory biofouling arrival scheme. As of April 30, 2026, operators must align with Version 4 of the Australian Biofouling Management Requirements for Commercial Vessels (ABFMR-CV). AMSA Port State Control Readiness in Brisbane

Beyond biosecurity, vessels arriving in Brisbane must be prepared for rigorous Port State Control (PSC) inspections. AMSA's targeting system prioritizes ships based on risk factors, and their inspectors are thorough.

The latest AMSA 2024 Annual Inspections Report (published in May 2025) underscores the operational risks. The report recorded 2,264 initial PSC inspections resulting in 133 detentions, yielding a 5.9 percent detention rate and 5,960 total deficiencies. The most critical area for shipboard teams to review is the International Safety Management (ISM) code. ISM deficiencies were the largest detainable category, accounting for 27.57 percent of detainable deficiencies.
