The Australian Maritime Safety Authority (AMSA) is highly active in port state control, and the Department of Agriculture, Fisheries and Forestry (DAFF) strictly enforces biosecurity measures. A successful port call, especially in major hubs like the Port of Brisbane, requires proactive preparation.
AMSA Inspection Priorities and Common Deficiencies
AMSA maintains a rigorous inspection regime. Data from AMSA's 2024 Annual Inspections Report shows that inspectors conducted 2,264 initial PSC inspections over the reporting period. From these inspections, the authority recorded 133 PSC detentions. This translates to a 5.9% detention rate, underscoring the importance of arriving fully compliant with international and domestic standards.

- Cleaning all biofouling from the hull and niche areas within 30 days before arrival.
- Implementing an alternative management practice that has been pre-approved by DAFF. Applications for this option must be submitted at least 30 days before arrival.

IMO Guidelines Versus Australian Regulations
Internationally, the current IMO biofouling guidelines are the 2023 Guidelines, resolution MEPC.378(80), adopted on 7 July 2023. These supersede the older 2011 guidelines. While the IMO guidelines provide a valuable framework for global shipping, they are entirely voluntary. Australia sets its own binding minimum standards through the ABFMR. Vessel operators must ensure their plans meet the Australian standards, not just the voluntary IMO recommendations.
