According to AMSA's 2024 Annual Inspections Report, the authority conducted 2,264 initial PSC inspections resulting in 133 detentions, which translates to a 5.9% detention rate. Across these inspections, officers recorded 5,960 deficiencies, averaging 2.63 per inspection.
The standout metric from the report is the prevalence of Safety Management System failures. The International Safety Management (ISM) code accounted for the largest category of detainable deficiencies at 27.57%. During PSC boarding, officers use a specific questionnaire to verify compliance with the Ballast Water Management Convention. They check that the vessel holds a valid BWM certificate, maintains an accurate ballast water record book, and actively meets the D-2 discharge standard. Biofouling Compliance: A Critical DAFF Requirement

As noted on the IMO Biofouling page, the 2023 Guidelines adopted by resolution MEPC.378(80) supersede the older 2011 guidelines. While the IMO guidelines provide a voluntary global framework, Australia's ABFMR serves as the binding minimum standard for port entry.
