Preparing for an arrival at the Port of Brisbane requires careful coordination between ship operators, masters, and local agents. The port features a highly regulated 90km shipping channel that demands precise navigation. Maintaining safe navigable depths across this extensive channel is a primary responsibility of the Port of Brisbane, which operates a dedicated fleet of dredgers and support craft to keep the multi-cargo port open for international trade.

Vessel traffic in and around the port is monitored and managed by Brisbane Vessel Traffic Services (VTS). As one of five regional VTS centres operated by Maritime Safety Queensland, Brisbane VTS plays a vital role in ensuring safe and efficient vessel movements. The VTS centre operates 24 hours a day, using shore-based systems to identify vessels, strategically plan movements, and provide crucial navigational advice to bridge teams. Maintaining clear and continuous communication with Brisbane VTS is essential for preventing incidents and ensuring a smooth transit through Moreton Bay.

Queensland Pilotage Requirements

Pilotage is strictly enforced in Queensland waters to protect both maritime safety and the sensitive marine environment. Under state regulations governing Pilotage areas, all ships that are 50 metres or more in length must carry a licensed marine pilot when proceeding within a compulsory pilotage area. The only exception is if the vessel is under the command of a master who holds a valid Pilotage Exemption Certificate for that specific area.

For operators and agents, this means pilot booking requests must be submitted well in advance of the vessel arriving at the pilot boarding ground. Operators should ensure that the bridge team is fully briefed on the passage plan and that all boarding arrangements comply with pilot ladder safety regulations. Delays in booking or improper ladder rigging can lead to significant scheduling disruptions and potential port state control scrutiny.

Mandatory Federal Biofouling Requirements

Biosecurity is a major focus for all vessels arriving in Australian territorial seas. It is critical to understand that biofouling management is mandatory and has been in force since 15 June 2022. This regime is administered by the Department of Agriculture, Fisheries and Forestry (DAFF) under the Biosecurity Act 2015, not by the Australian Maritime Safety Authority (AMSA). While AMSA handles the separate anti-fouling systems certification and port state control inspections, DAFF regulates the actual biological risk of hull fouling.

Operators must report their biofouling management practices through the Maritime Arrivals Reporting System (MARS) prior to arrival. There are exactly three accepted proactive biofouling management practices a commercial vessel can rely on. The first is operating under a Biofouling Management Plan and Record Book consistent with Appendix A of the Australian Biofouling Management Requirements for Commercial Vessels (ABFMR). The second is cleaning all biofouling from the hull and niche areas within 30 days before arrival. The third is implementing an alternative management practice pre-approved by DAFF, which requires an application at least 30 days before arrival. Relying solely on a compliant anti-fouling coating is not accepted as a proactive management practice.

Operators should also note that the ABFMR Version 4 took effect on 30 April 2026. While the IMO adopted the updated 2023 biofouling guidelines (resolution MEPC.378(80)) to supersede the older 2011 guidelines, the IMO guidelines remain voluntary on an international level. In contrast, Australia enforces its own binding minimum standards through the ABFMR.

State Biosecurity: In-Water Cleaning in Queensland

Given the seasonal warm-water biofouling risks in Moreton Bay, some operators may consider scheduling in-water hull cleaning during their Brisbane port call. However, the approval process is rigorous. In-water hull cleaning in Queensland waters requires a separate state approval on top of the federal capture requirements. Biosecurity Queensland and the Department of Environment, Tourism, Science and Innovation must be consulted, and operators must demonstrate that all biological waste will be securely captured to prevent exotic marine species from establishing in the local environment.

If you intend to conduct in-water cleaning, you must declare this intention in your MARS pre-arrival report and secure all necessary state permits well before the operation begins. Unauthorised cleaning can lead to severe regulatory action and delays.
